CVC & PJ Thomas
There are persons because of whom the institutions, in which they work, are known. There are persons who are known by the institutions and there are persons because of whom the institutions get bad name. I cannot define to which grade Thomas belongs. True it is that presently Thomas is not charged with any criminal liability but there is a charge sheet against him. The name of Thomas figures in the charge sheet filed in a palmoleine import/export case. He had been Telecom Secretary also and had been Chief Secretary of Kerala State. May be that he may be a man with probity also. The question is not that he should resign or not but the question was that was he only person who was competent to appoint even though charge sheet was pending and the Opposition Leader Sushma Swarajya who was to be consulted as she was in the panel with PM, Home Minister had also objected. Another question was why he was consulted for such appointment and why he consented when charge sheet was pending. The office of chief Vigilance Commission is mainly meant for vigilance over corruption, scandals & kick bats and like other misuse of official posts etc. and not vigilance over persons above board. His appointment is not a question of legality but of propriety dignity, moral, equity, ethics and justice. Why government could not find any other person to be appointed on such a post of highest integrity? It is also true that he has agreed to keep himself aloof from investigation and inquiry in the matter of 2G Spectrum but this is the biggest scandal in the country and how is that he will keep himself recluse from such matter. What is his use to be CVC?
Dear Thomas, legally you have every right to continue on the post but irrespective of comments by SC ask yourself, looking to the present day situation, should you continue on the said post.
Why government should not withdraw the case from the court concerned or stop investigation as the case may be. Why government should involve it self emotional and should make a prestige issue?
Case of Thomas is eye opener for all persons holding office of high dignity and importance including judiciary and executive and all other services.
It should be remember that such posts are not political posts. In politics an accused/convict of heinous offences may hold key post in government!
